The Oklahoma Tax Commission is divided into 14 Divisions. Each has specific areas in which they service you, the taxpayer. The following gives a brief description of each division of the OTC, their telephone number, and the opportunity to e-mail that area with any question you might have.

The Administration and Headquarters Divisions

The Administration and Headquarters Offices of the Oklahoma Tax Commission serve as the top levels of management for the Commission. The Commissioners are Robert Anderson, Jerry Johnson and Don Kilpatrick. They are appointed to their position for overlapping six year terms. The Commissioners are a full-time body which serves various roles including serving as the tax court for the State of Oklahoma and assisting the Legislature with revenue impacting proposed legislation. They are ultimately responsible for the fair and equitable administration of all statutorily mandated taxes.

The Administration Office deals with the day-to-day functions of the Tax Commission. The Administrator's duties include analyzing the resouces available, establishing priorities and matching the two to achieve the greatest degree of output with the highest degree of quality.

The Account Maintenance Division

The Account Maintenance Division of the Oklahoma Tax Commission encompasses a great many functions including: accounts receivable, tax warrants, certain types of assessments, business tax refunds, unclaimed property processing, account research, bankruptcy accounting, account transfers, warrant intercepts, waivers, and a variety of other accounting and taxpayer service duties.

The Ad Valorem Division

The Ad Valorem Division of the Oklahoma Tax Commission monitors the valuation of locally and centrally assessed property in Oklahoma and prescribes forms, rules and regulations to accomplish property assessment. The Division administers Oklahoma's property tax, which is a major source of revenue for local government and funding of local schools, amounting to approximately $950 million locally assessed tax dollars, and approximately $150 million centrally assessed tax dollars annually.

In addition, the Ad Valorem Division apportions $14 million in state money annually for the Tax Exempt Manufacturing Program which provides property tax incentives for new or expanding businesses, and $2.5 million each year for additional homestead exemption reimbursement.

The Audit Division

The Audit Division of the Oklahoma Tax Commission handles the review and auditing functions. The Division focuses on both individual and corporate income taxes, as well as other business taxes, special taxes and estate taxes.

Reviewing accounts, returns and remittances for possible errors on either the taxpayer or the Commission's part is only a portion of the responsibilities of the Division. They also serve taxpayers by providing customer service in areas related to filed returns and/or remittances, be they correct or incorrect.

The Central Processing Division

The Central Processing Division of the Oklahoma Tax Commission is the point at which the processing of all tax reports, registration forms, remittances and various correspondence begin the journey through the Commission. Each year this Division receives and processes over 5 million documents and processes for deposit over $5 billion.

The Central Processing Division handles mail opening and sorting, data input, microfilming, and all directional processing for the Commission. All types of documents go through this Division from Alternative Fuel Charges to Withholding Tax and everything in between.

The Collections Division

The Collections Division of the Oklahoma Tax Commission handles the efforts to collect fees, taxes, interest, etc. on debts to the Commission.

An account being sought for payment will begin with the Office Collection Group and funnel through several stages of the collection process. If for some reason, payment, a payment plan or some type of an agreement is not met, the account could require field contact, private collection agency or even ultimately, legal collections. All of these efforts are handled through the Collections Division.

The Division has worked to develop many ways of settling debt issues, including OTC payment plans and joint payout plans with the IRS. There are many collection agents who are willing to work with you to get your Oklahoma tax debts and interest due paid in manner that will benefit all involved parties.

The Communications Division

The Communciations Division of the Oklahoma Tax Commission is the hub of support for both employees and taxpayers. The staff is trained to be knowledgeable on all facets of the Commission. The Division's responsibilities include media relations, design and development of publications and forms, press releases, web site development and design, educational workshops, correspondence reviews, market research, speakers bureau, crisis communications, general public relations and many other areas.

Housed in the Connors Building of the OTC Offices, the staff can also assist taxpayers in various areas, due to the cross training of tax types in the Division. If you need information on publications or forms, please visit the

The Human Resources Division

The Human Resources Division of the Oklahoma Tax Commission is the centralized location for personnel activities related to hiring, employee records, job classifications, benefits and grievances. Insurance issues along with retirement and leave records are maintained in the Human Resources Division.

Also administered through this Division, the Professional Development and Training Section arranges for training for Tax Commission employees. These areas of training include: computer training, safety courses, HRDS classes, supervisory training and coordination of Certified Public Manager's training for Commission candidates.

The Legal Division

The Legal Division of the Oklahoma Tax Commission has a statutory role to provide legal advice to the Commissioners and the various divisions. The Division is broken into four sections: Administrative Proceedings, Bankruptcy, Collections and Litigation.

The Division represents the Commission in court and in administrative hearings. In addition, they also research and answer requests for formal legal opinions and handle numerous daily inquiries on various aspects of state tax law.

The Management Information Services Division

The Management Information Services (MIS) Division of the Oklahoma Tax Commission serves a primarily internal function by handling all computer related issues, problems, orders, etc. The mainframe system of Oklahoma tax accounts is one of the larger maintained areas of MIS.

The Management Services Division

The Management Services Division of the Oklahoma Tax Commission supports many areas of the day-to-day functions of the Agency. Some of the main areas include printing, warehousing of documents, purchasing, outgoing mailings, payroll and accounting.

In addition to the internal functions provided, the Division also distributes tax collections to cities, counties, schools and many state agencies each month. The Motor Vehicle Division

The Motor Vehicle Division of the Oklahoma Tax Commission handles the collection of taxes from many sources. Titles, tags, registrations and various fees are collected by the Division and files are maintained on ownership records of all vehicles, boats and outboard motors.

The Tax Policy and Research Division

The Tax Policy and Research Division of the Oklahoma Tax Commission was formed to assist the other divisions in the recommendation of adoptable written policies to the Commission. They answer all requests for opinions from the divisions and the public. These requests are answered by analysts who communicate policies set by the Commission and in some cases, work to recommend new policies.

The Tax Policy and Research Division is also responsible in working with the Legislature. They answer requests from the Legislature and track legislation which effects the Commission during the legislative session.

The Taxpayer Assistance Division

The Taxpayer Assistance and Registration Divisions of the Oklahoma Tax Commission recently merged to form a Division devoted to you and your needs. It has two primary functions: to identify and/or register the taxpayer and overall servicing of taxpayer needs. The various offices of the Taxpayer Assistance Division are set up to handle your individual questions and requests. These offices can help you with many facets of Oklahoma taxes. These services include licenses, permits, new business registrations, forms assistance, reporting forms, payment acceptance, sales tax accounts, withholding accounts, motor fuel decals, agricultural permits, special plates, and overall general assistance, just to name a few.
